ਚੰਡੀਗੜ੍ਹ, ਕੇਸਰੀ ਨਿਊਜ਼ ਨੈੱਟਵਰਕ : ਪੰਜਾਬ ਵਿੱਤ, ਯੋਜਨਾ, ਆਬਕਾਰੀ ਤੇ ਕਰ ਮੰਤਰੀ ਐਡਵੋਕੇਟ ਹਰਪਾਲ ਸਿੰਘ ਚੀਮਾ ਨੇ ਅੱਜ ਇਥੇ ਵੀਡੀਓ ਕਾਨਫਰੰਸਿੰਗ ਰਾਹੀਂ ਜੀਐਸਟੀ ਕੌਂਸਲ ਦੀ 48ਵੀਂ ਮੀਟਿੰਗ ਵਿੱਚ ਹਿੱਸਾ ਲੈਂਦਿਆਂ ਸਿੱਖਿਆ ਨਾਲ ਸਬੰਧਤ ਵਸਤਾਂ ’ਤੇ ਜੀਐਸਟੀ ਵਿੱਚ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੇ ਵਾਧੇ ਨੂੰ ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਹਿੱਤਾਂ ਖ਼ਿਲਾਫ਼ ਕਦਮ ਦੱਸਦਿਆਂ ਪੈਨਸਿਲ ਸ਼ਾਰਪਨਰਾਂ ’ਤੇ ਜੀਐਸਟੀ ਨੂੰ ਮੌਜੂਦਾ 12 ਫ਼ੀਸਦੀ ਤੋਂ ਵਧਾ ਕੇ 18 ਫੀਸਦੀ ਦੀ ਸਲੈਬ ‘ਤੇ ਲਿਆਉਣ ਦੀ ਤਜਵੀਜ਼ ਦਾ ਵਿਰੋਧ ਕੀਤਾ। ਪੰਜਾਬ ਦੇ ਵਿੱਤ ਮੰਤਰੀ ਵੱਲੋਂ ਉਠਾਏ ਗਏ ਇਸ ਨੁਕਤੇ ਦਾ ਕਈ ਹੋਰ ਰਾਜਾਂ ਦੇ ਨੁਮਾਇੰਦਿਆਂ ਨੇ ਵੀ ਸਮਰਥਨ ਕੀਤਾ, ਜਿਸ ਤੋਂ ਬਾਅਦ ਇਸ ਸਬੰਧੀ ਫੈਸਲਾ ਟਾਲ ਦਿੱਤਾ ਗਿਆ।

ਕੇਂਦਰੀ ਵਿੱਤ ਮੰਤਰੀ ਸ੍ਰੀਮਤੀ ਨਿਰਮਲਾ ਸੀਤਾਰਮਨ, ਜੋ ਕਿ ਜੀਐਸਟੀ ਕੌਂਸਲ ਦੇ ਚੇਅਰਪਰਸਨ ਹਨ, ਦੀ ਅਗਵਾਈ ਹੇਠ ਹੋਈ ਕੌਂਸਲ ਦੀ ਮੀਟਿੰਗ ਦੌਰਾਨ ਸੂਬੇ ਤੇ ਦੇਸ਼ ਦੋਵਾਂ ਦੇ ਹਿੱਤਾਂ ਨੂੰ ਪੂਰਾ ਕਰਨ ਵਾਲੀਆਂ ਫਿਟਮੈਂਟ ਕਮੇਟੀ ਦੀਆਂ ਵੱਖ-ਵੱਖ ਸਿਫ਼ਾਰਸ਼ਾਂ ‘ਤੇ ਸਹਿਮਤੀ ਪ੍ਰਗਟਾਉਂਦਿਆਂ ਵਿੱਤ ਮੰਤਰੀ ਸ. ਹਰਪਾਲ ਸਿੰਘ ਚੀਮਾ ਨੇ ਅਹਿਮ ਵਿਚਾਰ ਪੇਸ਼ ਕੀਤੇ।

ਇਸੇ ਦੌਰਾਨ ਪੈਟਰੋਲ ਨਾਲ ਮਿਲਾਵਟ ਕਰਨ ਲਈ ਰਿਫਾਇਨਰੀਆਂ ਨੂੰ ਸਪਲਾਈ ਕੀਤੇ ਜਾਣ ਵਾਲੇ ਈਥਾਈਲ ਅਲਕੋਹਲ ਲਈ ਜੀਐਸਟੀ ਦੀਆਂ ਦਰਾਂ ਵਿੱਚ ਤਬਦੀਲੀ ਬਾਰੇ ਇੱਕ ਹੋਰ ਸਿਫ਼ਾਰਸ਼ ਦਾ ਵਿਰੋਧ ਕਰਦਿਆਂ ਸ. ਚੀਮਾ ਨੇ ਕਿਹਾ ਕਿ ਪੈਟਰੋਲ ਨਾਲ ਮਿਲਾਉਣ ਲਈ ਰਿਫਾਇਨਰੀਆਂ ਨੂੰ ਸਪਲਾਈ ਕੀਤੇ ਜਾਣ ਵਾਲੇ ਈਥਾਈਲ ਅਲਕੋਹਲ ਲਈ ਜੀਐਸਟੀ ਦਰਾਂ ਵਿੱਚ ਬਦਲਾਅ ਨਾਲ ਈ.ਐਨ.ਏ ਦੀ ਦੁਰਵਰਤੋਂ ਅਤੇ ਟੈਕਸ ਦੀ ਚੋਰੀ ਨੂੰ ਰੋਕਣਾ ਇੱਕ ਵੱਡੀ ਚੁਣੌਤੀ ਹੋਵੇਗਾ। ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਸਬੰਧ ਵਿੱਚ ਆਪਣੀ ਅਸਹਿਮਤੀ ਜ਼ਾਹਰ ਕਰਦਿਆਂ ਭਾਰਤ ਦੀ ਸਰਵਉੱਚ ਅਦਾਲਤ ਵੱਲੋਂ ਹਾਲ ਹੀ ਵਿੱਚ ਕੀਤੀ ਗਈ ਟਿੱਪਣੀ ਦਾ ਹਵਾਲਾ ਦਿੰਦੇ ਹੋਏ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਪਹਿਲਾਂ ਹੀ ਈ.ਐਨ.ਏ ਦੇ ਗੈਰ-ਕਾਨੂੰਨੀ ਵਪਾਰ ਵਿਰੁੱਧ ਜੰਗ ਲੜ ਰਹੀ ਹੈ।

ਈ-ਵੇਅ ਬਿੱਲਾਂ ਸਬੰਧੀ ਨਿਯਮ 138 ਦੇ ਉਪ-ਨਿਯਮ (14) ਦੀ ਧਾਰਾ (ਡੀ) ਨੂੰ ਹਟਾਉਣ ਬਾਰੇ ਇਕ ਹੋਰ ਏਜੰਡੇ ‘ਤੇ ਅਸਹਿਮਤ ਹੁੰਦਿਆਂ, ਪੰਜਾਬ ਦੇ ਵਿੱਤ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਕਦਮ ਨਾਲ ਰਾਜ ਦੀ ਅੰਦਰੂਨੀ ਸਪਲਾਈ ‘ਤੇ ਈ-ਵੇਅ ਬਿੱਲ ਜਾਰੀ ਕਰਨ ਦੀ ਸੀਮਾ ਨਿਰਧਾਰਤ ਕਰਨ ਦੀ ਸ਼ਕਤੀ ਖਤਮ ਹੋ ਜਾਵੇਗੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਵੱਲੋਂ ਪਹਿਲਾਂ ਹੀ ਇਸ ਸਬੰਧ ਵਿੱਚ ਬੇਨਤੀ ਕੀਤੀ ਗਈ ਹੈ ਕਿ ਕਾਨੂੰਨੀ ਸੋਧ ਕਰਦਿਆਂ ਰਾਜਾਂ ਨੂੰ ਇਹ ਸ਼ਕਤੀ ਦਿੱਤੀ ਜਾਵੇ ਕਿ ਉਹ ਅਜਿਹੀਆਂ ਵਸਤਾਂ ਜੋ ਕਿ ਰਾਜ ਦੇ ਅਰਥਚਾਰੇ ਲਈ ਮਹੱਤਵਪੂਰਨ ਹੋਣ ‘ਤੇ ਆਪਣੀ ਮਰਜੀ ਅਨੁਸਾਰ ਈ-ਵੇਅ ਬਿੱਲ ਜਾਰੀ ਕਰਨ ਦੀ ਸੀਮਾਂ ਨਿਰਧਾਰਤ ਕਰ ਸਕਣ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸੂਬੇ ਦੇ ਮਾਲੀਏ ਦੇ ਨਜ਼ਰੀਏ ਤੋਂ ਅਜਿਹਾ ਕਰਨਾ ਮਹੱਤਵਪੂਰਨ ਹੋਵੇਗਾ। ਜੀਐਸਟੀ ਕੌਂਸਲ ਨੇ ਇਸ ਸਬੰਧ ਵਿੱਚ ਸਥਿਤੀ ਜਿਉਂ ਦੀ ਤਿਉਂ ਰੱਖਣ ਲਈ ਸਹਿਮਤੀ ਦਿੱਤੀ।

Chandigarh, Kesari News Network : Describing any increase in GST on goods related to education a step against the interests of the students, Punjab Finance, Planning, Excise and Taxation Advocate Harpal Singh Cheema on Saturday opposed the proposal of considering the GST on pencil sharpeners at 18 percent instead of existing slab of 12 percent, while participating in the 48th meeting of the GST Council through video conferencing. The point raised by the Punjab Finance Minister was also supported by the representatives of many other states, after which the decision in this regard was deferred.

          Agreeing on the various recommendation made by the Fitment Committee which meet the interests of both state and nation, the Finance Minister Harpal Singh Cheema gave valuable inputs during the GST Council meeting held under the leadership of the Union Finance Minister Nirmala Sitharaman, who is the Chairperson of the GST Council.

          Opposing another recommendation regarding the change in GST rates for Ethyl alcohol supplied to refineries for blending with petrol, Cheema said that it would create difficulties in checking the diversion of ENA to refineries and evasion of tax on the same. Referring to the recent observation by the Apex court of India, the Punjab Finance Minister while expressing his disagreement in this regard, said that the Punjab Government has already waged a war against the illegal trade of ENA. He said that it would be a challenge to monitor the tax on ethyl alcohol blended with motor spirit for refineries and curbing the misuse of ENA.

          Disagreeing on another agenda regarding the deletion of clause (d) of sub-rule (14) of Rule 138 regarding e-way bills, the Punjab Finance Minister said that this step would take away the power of the state to determine the minimum threshold for inter-sate generation of e-way bill. “As a corollary, the state has already moved an agenda for empowering the states to prescribe e-way bills for certain goods irrespective of the threshold”, said the Punjab Finance Minister while adding that this would be important from the perspective of revenue of the state. The GST Council agreed to keep the status quo in this regard.
